Data Brief

Utah Stopout & Re-engagement Context

How many Utah adults started college but never finished, and what data may help them re-enroll.

Hundreds of thousands of Utah adults started college but never earned a credential. National Clearinghouse SCNC state tables quantify that group using public data published in this brief.

2025 SCNC report (all ages). Under-65 SCNC count grew by 13,894 (3.8% year over year). Source: NSC SCNC 2025 Data Appendix.

Census context (adults 25+)

ACS 2019–2023 ACS 5-Year estimates 24.1% of Utah adults age 25+ have some college credit but no degree (481,839 people). SCNC and ACS use different definitions; both support the scale of the stopout population.

Future research: UDRC longitudinal tables

Secure Utah Data Research Center aggregates could add re-enrollment and completion rates by sector and age band. We have prepared a dataset request outline; submission is planned as a follow-on study, not a prerequisite for the Opportunity Chain series.

This brief uses NSC SCNC state appendix tables and ACS estimates. Utah-specific stopout microdata is not publicly available at record level.
